Rashid Ismailov — Ministry of Telecom and Mass Communications of Russian Federation

The Russian Federation Deputy Minister of Telecommunications and Mass Media.

Rashid Ismailov was born in 1965 in Baku.

In 1988, he graduated from the History Department of the Lomonosov Moscow State University (MGU).

In 1988-1991, he was a faculty member at the Moscow Institute of Chemical Engineering.

Between 1991 and1998, Mr. Ismailov worked for IT and consulting corporations

He has engaged in the telkco sector since 1998. Between 1998 and 2005, he held executive positions with Ericsson Russia:. Subsequently, Mr. Ismailov joined Nokia Siemens Network Russia as head of the service administration for the Russian region and sat on the company’s Board. In that capacity, Mr. Ismailov led an integration team for the Northeastern region (Scandinavia, the Baltic countries, the CIS and Turkey) for Nokia Networks in the process of its merger with Siemens Com

From 2005 through 2010, Ismailov was employed at, where he served as. He was a member of the board of the company’s Russian business unit, directing.

In 2007, Mr. Ismailov earned a master’s degree in Economics and Corporate Management from the Moscow State Machine Manufacturing University.

Prior to his appointment to the Ministry, he served as Vice President for services, procurements and supplies of Huawei Technologies in the”Russia “ region, which included Russia, Ukraine, Belarus and Armenia.

On January 14, 2013, Mr.  Ismailov was appointed Director of the International Cooperation Department of the RF Ministry of Telecommunications and Mass Media.

On August 7, 2014, he was appointed the Russian Federation Deputy Minister of Telecommunications and Mass Media.

Mr. Ismailov is fluent in English, Italian, Portuguese and Turkish. He also speaks Spanish, German and French.
